If you have always been getting that speed, then it could be that your town just has slow Internet due to distance issues to the main DSL switch. This is something you can ask your neighbors if you are not sure. If you are suppose to be getting faster speeds and you are not, but everyone else is then your issue may be with your modem. You could try restarting the modem by just unplugging it and plug it back in to see if that helps. You could also have a modem that is failing or having power issues. When a modem does start to die, it usually has problems pushing and receiving the signal down the line. A new modem should fix that issue if that is what is going on. Again, I would ask your neighbors to see if they have slow internet or see if they know what their speeds are and if they have fast Internet then you could have something wrong at your home.

Another thing you might want on is if Quix is coming to your town. This is the ISP that has been installing fiber optics in my town and will be increasing the network speed from 384Kbs that we have now up to 50,000Kbs and maybe even up to 100,000Kbs. You can click this link here myquix.de/quix/Bestellen to see if they will be installing or coming to your area soon.
